No, they authorized to only repair it - by pricking the bubble with a pin and smoothing it out.

Sorry Jeannette, I wasn't sure which line you were talking about. Jobs 1 and 2 are approved for repair only. When decals are bubbled, they do not typically auth to replace. They want the bubble popped and smoothed out with squeegee and heat gun. Job 3 is approved for .5 to replace. Apologies for the confusion.
