cause
Hooked up shore power to the unit, turn the battery disconnect switch on, hooked up city water with a pressure regulator. Turn the water heater on from the face of the water heater. Turn the switch on inside the control panel for the water heater. Turn the water heater control board on and noticed right away. Max temp was set at 109 degrees. Turn the propane on, turn the kitchen faucet on, it is very low flow and was not activating the water heater. Went to the bathroom faucet, turn the bathroom faucet on, water heater came on and operated. However, the temp was not going up much higher than 104. Check the kitchen faucet again for flow, this time the water heater would activate with the kitchen faucet turned on. However, the water heater control indicated an E1 code, which is ignition failure. Went to the outside of the unit, open the control board. Check the DC voltage. Found it to be 14.1. Remove the covers from the propane and hooked up manometer, turned on the propane, was 11 on the water column OPerating pressure was 9 on the water column. Adjusted the regulator all the way to its max setting, highest pressure would get was 10 on the water column.

correction
Recommend replacement of the propane regulator and retest the operating pressure with new regulator. Cotinue diag with water heater by connecting water to the unit again, turning the water heater on and checking each faucet for water temp. Will not that while operating the water heater, I did open the low point drain for hot. The temp got up to 122 on the control panel for the water heater - for this reason continue to diag due to the possibility it could be a flow issue with water in the unit. Model# Dlr Sub Hrs 1.00 Sub
