@Brian P The vendor has asked the following questions:
When was the last time the ball seal was cleaned?
Has the seal been replaced?
If they press down lightly on the ball valve in the toilet, does it flex?

It was cleaned but still would not hold water. We can try replacing the seal. The techs don't like disassembling toilets. Water valves are one thing but disassembly for seals is different. Also, many times the seals don't solve the issue.

Ok. What about the ball valve flexing when it is pressed down?
Once I get that answer, I will respond and see what they recommend.
