PA 943274 has been submitted for approval. @Michelle A They are most likely going to come back and ask me to separate the roof replacement and the decking lines so if you could tell me how much time for each of those that would be great. Thanks!

@Michelle A @Kaitlyn R @Matt F This has been approved for 28 hours total. I know we normally fight on roof jobs, let me know how you want me to respond to this approval or if you accept it. I also noticed I accidentally type 2 sheets of decking and it is 3 sheets. I am emailing Tony to update that right now and see if I can get a more accurate time, usually they only add 1 hour per sheet of decking though.

@Alix M I am requesting reconsideration of the labor authorization on this roof replacement claim. Grand Design’s flat rate for roof replacement is 1.0 hour per lineal foot, plus 1.0 hour per sheet of roof decking replaced. This unit measures 30'11", which places the roof replacement portion at approximately 31.0 hours. In addition, this repair requires replacement of 3 sheets of roof decking, which adds another 3.0 hours. Based on Grand Design’s own flat-rate structure, this claim appears to support at least 34.0 hours. The current authorization of 28.0 hours is below Grand Design’s own flat-rate calculation for the repair. For additional comparison, the applicable RVDA flat rate for this same repair would calculate at 1.5 hours per lineal foot and 1.5 hours per sheet of decking, which would place the job at 51.0 hours. Our requested 46.5 hours is already below that benchmark. Under Wis. Stat. § 218.164(2), time allowances for warranty labor must be reasonable for the work to be performed. Given Grand Design’s own published formula, the decking required on this unit, and the broader flat-rate comparison, the current 28.0-hour authorization does not appear reasonable for the scope of this repair. Please review and revise the labor authorization accordingly.

I have sent this on to Grand Design. Tony Gary is assigned to this one and he NEVER responds to me, hopefully this gets a response. I did add a couple other people that work in the warranty department in hopes that will get it moving.

@Matt F From James Hite: The roof on this unit is only 28 feet long. We do have a chart that we work off that gives us lengths that we are allowed to approve. For the decking, you will need to additional FRC 540004 and request the decking on that line. You will need to send photos of the membrane removed from the unit showing the damaged areas. The dealerships management has read and agreed to the GDRV Policy and Procedure Manual which does reference our flat rate codes. We do know that there are sometimes circumstances, but they need to be revealed in the PA write ups when they happen. ** I will add a line for decking once they move it back to Pending status

@Alix M Thank you for the clarification on your roof-length chart and on requesting the decking separately under FRC 540004. That said, the central issue remains whether the total labor allowance is reasonable for the work to be performed, as required by Wis. Stat. § 218.164(2). Grand Design’s internal flat-rate chart and policy manual do not, by themselves, resolve that question. A dealer performing a complete roof replacement in the field does not do so under the same conditions as a manufacturer or dedicated factory team with fixed scaffolding, staging, material access, and a controlled repair environment. Those differences matter when evaluating what is reasonable. For comparison, the RVDA flat rate, which is the most neutral industry benchmark available and the basis many dealers use when quoting this repair retail, allows substantially more time for a complete roof replacement than Grand Design’s current authorization. That is because it more accurately reflects the real-world labor conditions under which dealers perform this work. So while we will provide the requested membrane-off photos and can request the decking separately under FRC 540004, we do not agree that Grand Design’s current allowance resolves the broader question of reasonableness under Wisconsin law. Please review the labor allowance again in that context.
